Industrial Wastewater Monitoring

The water crises faced by the State of Israel during the past decade have led to an in-depth examination of the options for increasing the amount of available water for private, public, industrial and agricultural sectors.  In 2010,  the Israeli Parliament decided to introduce regulations for the treatment of wastewater to a level suitable for unlimited irrigation (Public Health Regulations of 2010, for treated wastewater quality – The Inbar Regulations).  These regulations set the time schedule and determined the quality of the treated wastewater to be met by the wastewater treatment centers (after tertiary treatment) in order to enable repeated use in agriculture without concern for contamination of the soil and the groundwater.

Mei Raanana Water Company treats the city’s wastewater at the Raanana Wastewater Treatment Center.  The center produces a very high quality of treated wastewater, defined as ‘unlimited irrigation – tertiary quality.”

Since most of Israel’s industrial wastewater are sent to the wastewater treatment centers that also treat sanitation wastewater, in 2011, the Water Authority set rules for the flow of industrial wastewater into the public wastewater system (Rules for Water and Sewage Corporations, Plant Wastewater that Flows into the Sewage System), since the industrial wastewater may contain various contaminants with a more expansive range of impact, such as damage to the sewage systems, sewage blockages, and damage to electromechanical equipment, damage to the quality of the treated wastewater, damage to the environment and quality of life of the residents.  Mei Raanana Water Company implements an enforcement and supervision program based on the wastewater rules as set down by the Water Authority in the Rules for Water and Sewage Corporations (Plant Wastewater that Flows into the Sewage System) of 2014.

The tests conducted on a regular basis are periodic and are conducted at the various plants by a certified laboratory.

  1. The monitoring plan was submitted to the environmental supervisor at the Ministry of Environmental Protection and the Ministry of Health and was approved.
  2. At the beginning of each year, the Mei Raanana Water Company  will notify the plant/ business that it has been included in the sampling project.
  3. The results of the sampling will be sent to the plant/ business within 30 days of the date they were received by the Mei Raanana Water Company .
  4. A certified sampling specialist will conduct the sampling at a certified laboratory.
  5. There are businesses that appear on the monitoring plan but are still have not entered the sampling process and a decision has yet to be made whether sampling is required of them or that they should be removed from the sampling project.

The Raanana Wastewater Treatment and Reclamation System

The Raanana Wastewater Treatment Center is a sophisticated and modern plant for the treatment of municipal wastewater.  The Center treats Raanana’s wastewater and the Raanana Reclamation Plant is part of the regional system for the treatment and reclamation of wastewater for agricultural purposes in the Hof Hasharon region.  The Raanana wastewater and reclamation system is located in the heart of agricultural land in the northern region of Raanana’s municipal jurisdiction.  The raw wastewater arrives at the Wastewater Treatment Center through Pumping Station no. 1, where all of the city’s wastewater accumulates.  At this station, four pumps with a volumetric flow rate of 650 MKS each.  Additionally, a crude manual reactor is installed, which allows the free passage of 15 mm.

At the end of 2011, we entered the field of information use, working according to the Freedom of Information Law of 1998 and the Freedom of Information Amendments (Providing information on environmental protection for public review) of 2009.  Mei Raanana posts the results of the wastewater sampling conducted at plants included in the monitoring plan, on the website.  Plants included in the monitoring plants that oppose the posting of this information are entitled to notify us to that effect, with the reasoning for their opposition.
